Joint Announcement of the Civil Aviation Administration of China, the General Administration of Customs of China and the Ministry of Foreign Affairs on Requiring China-hound Passengers to Obtain COVID-19 Negative Certificates Before Boarding

To ensure the health and safety of international travel and to reduce the risk of cross-border spread of the epidemic, passengers who are to fly to China are required to obtain COVID-19 negative certificates before boarding. The following arrangements are hereby announced:

I. Chinese and foreign passengers who are to fly to China are required to take nucleic acid tests for COVID-19 within THREE days before boarding. The tests should be taken at institutions designated or recognized by Italian Government.

II. Chinese passengers are required to upload photos of their COV1D-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version.

III. Foreign passengers are required to present their COVID-19 negative certificates to Chinese embassies or consulates when applying for Health Declaration Forms.

IV. Airlines are responsible for checking the health codes or Health Declaration Forms of their passengers before they board the plane. Passengers who do not meet the above requirements should not be allowed on board. Airlines should strictly follow the relevant procedures.

V. Passengers who provide false certificates or information shall bear corresponding legal liabilities.

VI. Chinese embassies will carefully evaluate the nucleic acid testing capabilities of host countries and issue-specific implementation measures when conditions are met.
